Manuel Rivera, longtime New York City housing advocate and GMHC board leader, calls on communities across NYC to prioritize listening, stability, and action in the fight for housing justice and public health.

NEW YORK, NY - April 15, 2026 - Manuel Rivera, housing advocate and Chairperson of the Consumer Advisory Board and Board Member at GMHC (Gay Men’s Health Crisis), today announced the launch of his personal “Listen First” Housing & Health Pledge, a commitment rooted in his decades of work expanding access to affordable housing and strengthening LGBTQ community support systems.

Rivera’s pledge comes at a critical time. According to recent city data, more than 80,000 people sleep in the New York City shelter system each night. Studies consistently show that stable housing improves health outcomes, reducing hospital visits and improving mental health stability. LGBTQ youth remain disproportionately affected by homelessness, with national estimates suggesting they make up as much as 20–40% of the unhoused youth population. Meanwhile, affordable housing shortages continue to strain low-income communities across the city.

“Housing and health are connected,” Rivera said. “Years ago, people treated them as separate issues. Now we know stability at home improves everything else.”

Rivera also reflected on lessons from his career: “Listen first. Speak second. When you don’t listen, you miss the real problem.” He added, “Small community meetings are more powerful than large rallies. Real change often begins around folding tables in community centers.”

Those beliefs now form the foundation of his public pledge.

The “Listen First” Personal Commitments

Rivera’s pledge outlines seven concrete commitments he is making:

  1. Host at least one small community listening session each quarter focused on housing and health concerns.

  2. Meet directly with residents before supporting or drafting any housing-related policy recommendation.

  3. Advocate publicly for housing-health partnerships in nonprofit and board settings.

  4. Mentor at least two emerging community advocates each year.

  5. Attend local tenant or community meetings in person whenever possible.

  6. Track and publicly report on advisory board recommendations tied to community feedback.

  7. Support LGBTQ housing equity initiatives through volunteer time and strategic guidance.

“Policy moves slowly,” Rivera said. “Community trust takes time. But inches of progress still matter.”

  • Studies show that individuals experiencing chronic homelessness use emergency healthcare services at significantly higher rates.

Rivera emphasizes that change begins at the individual level. His pledge includes a free toolkit with simple, no-cost actions:

  1. Attend one local community board or tenant meeting.

  2. Introduce yourself to a neighbor you don’t know.

  3. Volunteer at a housing or health nonprofit for one day.

  4. Share accurate information about housing rights.

  5. Write to a local representative about affordable housing.

  6. Support LGBTQ youth organizations through awareness.

  7. Read one local housing report or policy update.

  8. Host a small discussion group in your building or neighborhood.

  9. Offer professional skills to a community group.

  10. Ask one person experiencing housing challenges what support would actually help.

“Big rallies get headlines,” Rivera said. “Small rooms build trust.”

Rivera encourages individuals to commit to a simple 30-day checklist:

  • Week 1: Attend one meeting or event.

  • Week 2: Reach out to one community organization.

  • Week 3: Share housing-health information with five people.

  • Week 4: Take one advocacy action, such as writing a letter or hosting a discussion.

Track actions weekly. Reflect at the end of the month. Adjust and repeat.

Call to Action

Rivera invites New Yorkers and community members everywhere to take the “Listen First” Pledge, commit to one action this month, and share the toolkit with five others.

“Preparation and patience create sustainable progress,” he said. “Change does not start with noise. It starts with listening.”
