Affordable Housing Program Grant Helped Fund 31 Units of Supportive Housing

Representatives from the Federal Home Loan Bank of Dallas (FHLB Dallas), Home Bank and Bread of Life, Inc. gathered with community partners today to celebrate the grand opening and ribbon cutting of the Knowles-Rowland House, a new 31-unit permanent supportive housing development serving individuals exiting homelessness. The project was supported in part by a $500,000 Affordable Housing Program (AHP) grant awarded by FHLB Dallas through member institution Home Bank.

Knowles-Rowland House, formed by Bread of Life Inc. and Temenos CDC, developed the project by converting an existing gymnasium in Houston into 31 single-room occupancy apartments.

“Bread of Life is proud to officially open the Knowles-Rowland House to residents,” said Bread of Life Chief Operating Officer Chris Barnes. “Support from the Affordable Housing Program was essential in bringing these units online, and this development strengthens our mission to provide stability and comfort for people transitioning out of homelessness.”

AHP grants, awarded through FHLB Dallas member institutions, fund the development, purchase and rehabilitation of affordable rental properties, owner-occupied housing and homes for unhoused individuals.

“Home Bank is proud to have worked alongside Bread of Life and FHLB Dallas to help bring the Knowles-Rowland House to life,” Home Bank Director of Community Development Kelvin Luster said. “Partnerships like this demonstrate what we can accomplish when we come together to expand affordable housing, address homelessness and create greater stability for individuals and families in Houston. We’re grateful to be part of an investment that will make a meaningful difference in this community for years to come.”

Since 1990, the AHP has contributed more than $577 million to affordable housing development.

"Our partnership with Home Bank reflects a shared long-term commitment to community investment,” said Steven Matkovich, AHP General Fund Manager at FHLB Dallas. “Supporting the Knowles-Rowland House project expands the availability of permanent supportive housing units to help meet the needs of people experiencing homelessness in Houston.”

FHLB Dallas will announce 2026 award recipients this fall. Learn more about AHP at fhlb.com.
