LSI is proud to announce it has been recognized as a 2025 Transition Impact Award Winner, honoring the measurable impact of its Education to Employment (E2E) Pre-Employment Transition Services (Pre-ETS) programs delivered through the Transition Readiness Toolkit. In addition, LSI has successfully won the recompete contract to continue providing Utah Pre-ETS services for the next five years, further solidifying its commitment to preparing students with disabilities for successful futures.
Program Overview
Since receiving its inaugural Pre-ETS contract award in 2017, LSI launched the E2E Program with the mission to empower students with disabilities through career readiness, self-advocacy, and life skills development. Over the past eight years, LSI has served more than 3,500 eligible youth across all 29 counties in Utah while expanding Pre-ETS delivery into Texas, Minnesota, and Washington State.
The E2E program provides all five required Pre-ETS elements:
- Job Exploration Counseling – Career pathways, labor market research, interest assessments, and employer interviews.
- Counseling on Postsecondary Opportunities – College tours, financial aid exploration, connection with disability resource centers, FAFSA and admissions support.
- Workplace Readiness Training – Financial literacy, job-seeking skills, soft skills, resumes, interview prep, and independent living instruction.
- Instruction in Self-Advocacy – Communication, decision-making, problem-solving, and requesting accommodations.
- Work-Based Learning – Internships, job shadowing, and community-based work experiences with employer partners.
LSI’s delivery model emphasizes flexibility and accessibility, with providers meeting students in schools, libraries, homes, community centers, and even juvenile justice centers, tribal communities, and group homes. This ensures equitable access to underserved populations, including youth in rural communities (48% of participants).
Data-Driven Growth with the Transition Readiness Toolkit
Since adopting the Transition Readiness Toolkit (TRT) in 2021, LSI has utilized this tool with 1,605 students and completed more than 13,000 evaluations. The TRT is embedded into services not only for assessment but also as a guide for planning, instruction, and individualized support. This integrated, reflective use of data sets LSI apart and drives consistent, measurable outcomes.

A recent letter of support from AVI Human Services, a nationally recognized transition services agency, described LSI as one of the most effective Pre-ETS providers across eight states, highlighting its ability to translate data into actionable programming, drive meaningful change, and remain committed to continuous improvement.
LSI also partners closely with workforce development boards, Vocational Rehabilitation agencies, LEAs, and community organizations, ensuring that services are aligned with both federal WIOA goals and local student needs.

With the recompete win securing another five years of Pre-ETS delivery, LSI is poised to expand its reach, enhance programming, and strengthen partnerships, continuing to set the standard for impactful transition services nationwide.
