Regan will lead planning and innovation to expand the company’s reach and impact across public, private, and nonprofit sectors.
Regan brings 15 years of experience in government, healthcare, and technology transformation. Most recently, he served as Deputy Secretary for Workforce Development within California’s Government Operations Agency, where he led statewide coalitions for skills-first hiring, spearheaded the integration of Generative AI in government, and guided business transformation efforts spanning dozens of departments.

Prior to GovOps, Regan served as Assistant Deputy Director of Health Workforce Development at the Department of Health Care Access and Information, overseeing a billion-dollar portfolio to build and diversify California’s health workforce. He also led population health and emergency response initiatives for the California Department of Public Health throughout the COVID-19 pandemic.
