PICPA Leads Efforts to Modernize Pennsylvania CPA Licensure Laws

New Pathway Aim to Modernize CPA Licensure, Create Better Access for the Profession, While Upholding CPA Rigor and Mobility Standards

The Pennsylvania Institute of Certified Public Accountants (PICPA) is proud to announce a bold initiative to modernize Pennsylvania’s CPA licensure laws. The proposed updates introduce a new pathway for aspiring CPAs to attain licensure while upholding the rigorous standards required as a professional CPA that maintain financial trust, transparency.

The initial memo introducing the Senate bill today has bipartisan backing, led by Sen. Scott Hutchinson (R-Venango) and Sen. Nick Pisciottano, CPA-Inactive (D-Allegheny). A companion bill is set to be introduced in the state House by Rep. Ben Sanchez (D-Montgomery) and Rep. Keith Greiner, CPA (R-Lancaster).

“At a time when the accounting profession faces a variety of pipeline challenges, it is crucial to create innovative pathways that meet the needs of today’s workforce while safeguarding the public trust and high standards that define the CPA designation,” said Jennifer Cryder, CEO of the PICPA.

The proposed pathway aims to create more entry points for new talent to join the profession, without affecting the high standard to which CPAs are held. Critically, the new pathway is also designed to uphold the uniform mobility of CPAs and their ability to practice across state lines, ensuring Pennsylvania remains a leader in professional standards.

Under the new proposed pathway individuals may qualify for CPA licensure with a bachelor’s degree (120 college credits) and two years of relevant work experience verified by a Pennsylvania CPA. Upon passing of the standard CPA exam, the individual will have completed the steps to achieve licensure. The new pathway is being introduced as an additional option alongside the existing pathways and is not intended to replace them.

The PICPA’s proposal stems from years of research and collaboration with key stakeholders, including educators, accounting and audit firms, and industry regulators. Through educational outreach and coalition-building efforts, the PICPA is working to gain the support of the Pennsylvania State Board of Accountancy, Governor Josh Shapiro’s administration, and various members of the Pennsylvania General Assembly.

“The PICPA is taking a forward-thinking approach to ensure the CPA designation remains accessible and attractive to the next generation of accounting professionals,” said Peter Calcara, Vice President of Government Relations at the PICPA. “We’ve worked closely with stakeholders to ensure these changes maintain the integrity and trust that CPAs are known for, while addressing the realities of today’s workforce challenges.”

“We believe these updates are critical to the future of the accounting profession,” added Cryder. “By working together with our stakeholders, we can modernize licensure laws without compromising the core principles that define the CPA profession.”

As the PICPA moves forward, the organization encourages members of the accounting profession and the broader community to support this initiative. Stakeholders are urged to contact local representatives, organize advocacy groups, and promote policies that best support the profession. Early engagement from key supporters will be critical to ensuring the successful implementation of these changes.
