As young adults leaving foster care face heightened housing instability, Casa della Speranza has announced a new Charlotte, NC home designed to provide a stable foundation for independent adulthood.

The announcement comes as housing instability remains a documented concern for young adults leaving foster care. Chapin Hall at the University of Chicago reports that approximately 20,000 young people between ages 18 and 21 age out of foster care each year, with former foster youth experiencing higher rates of homelessness than their peers.

The findings point to a transition that can remain difficult even when young people have had time to prepare for leaving care. Earlier Chapin Hall research following former foster youth in the Midwest found that 29% had experienced homelessness by age 23 or 24. Among participants who became homeless during the first 30 months after leaving foster care, almost two-thirds first experienced homelessness within the initial 12 months.

Casa della Speranza's new Charlotte residence is intended to address housing during this transition. Through Next Chapter Homes, the organization provides furnished co-living housing for young adults after foster care, with residents living in a neighborhood setting while beginning to establish greater independence.

"Aging out of foster care should not mean aging out of having a stable place to live," said April Iannazzone, founder of Casa della Speranza. "The purpose of this home is to give young adults a solid foundation while they begin building the next stage of their lives. Having somewhere consistent to come home to can give them room to focus on what comes next."

The Next Chapter Homes model differs from institutional or temporary placement settings. Casa della Speranza describes the residences as shared homes in residential neighborhoods, where young adults have their own furnished bedrooms and live alongside housemates at a similar stage of life. The organization also works with county Departments of Social Services and foster youth transition programs in the Carolinas.

Housing is only one part of the transition from foster care to adulthood. Chapin Hall's research on transition-age youth notes that young people formerly in foster care experience disparities in areas including postsecondary educational attainment, unemployment and reliance on public assistance, alongside housing instability. Federal programs such as the Chafee Foster Care Program for Successful Transition to Adulthood have similarly been developed to help eligible young people prepare for and adjust to independent adulthood.

Research has also examined the role that continued support can play after young people reach the age when foster care would traditionally end. Chapin Hall's CalYOUTH study found an association between participation in extended foster care and a reduced risk of homelessness by age 21. Researchers also identified access to people who could provide tangible support as a factor associated with lower homelessness risk.

For Casa della Speranza, the Charlotte home places housing at the beginning of that transition rather than treating it as a concern only after instability occurs.

"Young adults leaving foster care are being asked to make major decisions about work, education and independent living at the same time that their housing situation may be changing," Iannazzone said. "Our focus with Next Chapter Homes is straightforward: provide a real home where that next chapter can begin from a more stable position."
