CIS Leaps to No. 153 on ENR's 2025 Top 200 Environmental Firms List Following 89% Revenue Growth and Strategic Expansion

By: via Business Wire

CIS’s new ENR ranking reflects a year of growth, with a disciplined focus on a business model that puts communities, local contractors, and climate resilience at the center of infrastructure delivery.

CIS, the nation’s leading builder of community-based resilient infrastructure, announced today its advancement to No. 153 on Engineering News-Record’s (ENR) 2025 Top 200 Largest Global Environmental Firms—a 26-place jump from No. 179 in 2024. The ranking reflects a year of growth, including an 89% increase in revenue from $38 million in 2023 to $72 million in 2024.

This rapid growth is the result of CIS’s unique business model of long-term partnerships to accelerate the delivery and maintenance of critical infrastructure for local communities, which blends local economic development with efficient, design-build-finance-operate-and-maintain (DBFOM) implementation of distributed water infrastructure solutions across our nation’s urban areas. The company’s integrated approach enables clients to plan, fund, and deliver infrastructure programs that generate tangible community and economic benefits, especially in underserved areas.

“We’re honored to once again be recognized by ENR—climbing 26 spots is no small achievement, especially at such a transformative time for our company,” said Sanjiv K Sinha, P.E., Ph.D., CEO of CIS. “In the past three years, we’ve quadrupled our team, bringing on an incredible group of smart, driven professionals. This year’s growth is a direct result of their dedication and our shared ability to deliver impactful, scalable solutions. It also reflects the deep trust our clients continue to place in us. Finally, it reaffirms our belief that meaningful, lasting progress comes from combining local economic development and community engagement with hands-on, practical implementation.”

A Mission-Driven Asset Management Model

CIS specializes in managing large-scale infrastructure programs from concept to completion—with a clear focus on local economic development. Its asset management approach emphasizes partnerships with small and local businesses, particularly in historically underserved communities. In fact, well over 75% of CIS’s work is performed by local business enterprises (LBEs) across its programs.

By actively engaging with local contractors early in the process, CIS not only broadens participation but also reduces procurement barriers, helping fill gaps in local supply and supporting smaller firms win work and build capacity. The company’s model also extends beyond the jobsite: CIS routinely works with community-based organizations and local stakeholders to foster trust, increase transparency, and build long-term support for infrastructure and climate resiliency initiatives.

“Our programs don’t just deliver much needed infrastructure—they deliver local economic growth and meet regulatory requirements,” said Greg Cannito, Chief Business Officer of CIS. “This model creates value that’s economic, social, and environmental. It’s why clients return to us again and again.”

Expanding Advisory Services and National Reach

CIS’s growth has also been fueled by the expansion of its Advisory Services division, which now includes a new cadre of policy/planning experts and grant strategists, in addition to its capital markets and project finance investment team. This team supports agencies in navigating the complexities of funding, compliance, and community alignment while ensuring infrastructure dollars flow to projects that are ready to make an impact.

This advisory capability complements CIS’s growing portfolio of DBFOM asset management services, enabling the firm to serve clients nationwide, across the full lifecycle of infrastructure delivery.

CIS has also expanded its operations in Illinois, Kansas, and Pacific Northwest, partnering with public agencies to develop and deliver infrastructure projects that promote resiliency, water resource, and economic development.
