Fed buybacks target newest Treasurys to lower lending rates

The Federal Reserve, which embarked this week on a landmark program to buy $300 billion in U.S. government debt, has strongly favored the most recently-issued debt, most likely because those are the bonds used as benchmarks for corporate bonds, mortgages and other consumer loans.
