MedicarePlans.com is expanding its localized Medicare research platform for the 2027 Annual Enrollment Period, developing tools to help beneficiaries compare medical and prescription costs, understand local coverage options, and discover licensed insurance professionals in their communities.

-- MedicarePlans.com, an independent Medicare information publisher, is expanding its localized Medicare research platform with a series of tools designed to address one of the most persistent challenges facing beneficiaries: understanding how available coverage, potential health care expenses, and access to professional assistance fit together.

The initiative comes as the company attracts attention for its unconventional approach to building a technology-intensive publishing business without outside investors.

A feature in Inc. examines how MedicarePlans.com founder David Bynon has used artificial intelligence, accumulated publishing expertise, and self-financed technology infrastructure to build capabilities traditionally associated with much larger organizations.

Rather than introducing another consumer-facing AI chatbot, MedicarePlans.com is using AI behind the scenes to accelerate software development, research, data processing, and information publishing.

The result is a familiar website experience built around plan directories, comparison tables, prescription research, and local insurance agent discovery.

Bringing Medicare Decisions Closer to Home

Medicare coverage decisions are inherently local. Medicare Advantage and prescription drug plan availability can vary significantly by geographic location. Provider networks, covered medications, pharmacy participation, and out-of-pocket expenses can differ between available coverage options.

MedicarePlans.com already organizes federal Medicare plan information through state and county directories, allowing beneficiaries to investigate coverage available in their communities.

The company's next development phase focuses on adding more information to that localized research experience.

"People don't just need a list of Medicare plans," said Bynon. "They need to understand what's available where they live, what their care and prescriptions could cost, and where they can turn for local help."

Making Medical Expenses Easier to Compare

One of the company's principal development efforts addresses differences in how Medicare Advantage plans describe beneficiary cost sharing. A plan might charge a fixed copayment for an outpatient procedure, while another requires beneficiaries to pay a percentage of the covered expense.

Although both provisions describe cost sharing, they do not necessarily give a beneficiary enough information to understand which arrangement might be more expensive.

"A plan might tell you that outpatient surgery has a 20% coinsurance," Bynon said. "But 20% of what? How is someone supposed to compare that with another plan charging a flat copay amount?"

MedicarePlans.com is developing tools to normalize published benefit information into standardized comparisons that incorporate copayments, coinsurance, deductibles, and other plan requirements.

Where reliable information supports an estimate, the system is intended to help beneficiaries investigate potential expenses for selected medical services.

The comparisons will distinguish published plan benefits from estimated costs, recognizing that actual expenses may depend on provider contracts, services received, and individual circumstances.

Extending Comparisons to Prescription Drugs

Prescription drug costs represent another significant part of the development initiative. The company is building technology to compare prescription expenses across Medicare coverage options and participating pharmacies.

Planned features include displaying information for 25 commonly prescribed medications on individual plan pages and providing a prescription lookup tool that lets beneficiaries investigate their own medications.

The underlying data requirements are substantial. Prescription costs can depend on medication identity, strength, dosage, quantity, formulary placement, pharmacy participation, and coverage rules.

MedicarePlans.com is using specialized data-processing systems and AI-assisted software development to organize these variables into beneficiary-facing comparisons.

The objective is to make prescription research more accessible while preserving the underlying distinctions that affect actual costs.

Connecting Beneficiaries with Local Insurance Professionals

The third component is a local Medicare agent and agency directory.

The directory is being developed to help beneficiaries discover licensed insurance professionals serving their communities and identify the insurance carriers those professionals are appointed to represent, where that information has been verified.

The company intends to connect local professional discovery with its existing county-based Medicare plan directories. This approach allows beneficiaries to explore coverage options and find additional assistance in a common research environment.

MedicarePlans.com does not intend to operate an enrollment call center, sell beneficiary inquiries, or receive enrollment commissions through the directory. Instead, its business model emphasizes independent information publishing and optional professional directory services.

Building Publishing Infrastructure with AI

The company's development strategy builds on its established work investigating how artificial intelligence systems discover, interpret, and attribute Medicare information.

Earlier independent reporting by TheStreet examined research from the Medicare Visibility Monitor, including challenges AI systems encounter when presenting Medicare coverage information.

More recently, Inc. examined how MedicarePlans.com founder David Bynon is using AI-assisted development, specialized publishing expertise, and personally financed infrastructure to build technology traditionally associated with much larger organizations.

Together, the two reports illustrate complementary aspects of the company's work: measuring how AI systems communicate Medicare information and developing new tools to make that information more useful to beneficiaries.

A More Connected Medicare Research Experience

The company's longer-term objective is to connect three elements of Medicare decision-making that are often researched independently: local plan availability, potential medical and prescription expenses, and access to qualified local assistance.

By organizing those elements around the beneficiary's geographic location, MedicarePlans.com aims to reduce fragmented Medicare research without replacing official plan documents or professional guidance.

The expanded tools are under development as MedicarePlans.com continues building its independent publishing platform beyond the 2027 Medicare plan year.
