ANNOUNCEMENT REGARDING REIMBURSEMENT OF
AUTHORITY FINE


Subject: Statement made pursuant to Circular VIII, No: 54 of the Capital Markets Board

Special Subjects:



Turkcell paid a TRY40,100,296 administrative fine to the Information and Communication Technologies Authority (“the Authority”) on June 3, 2010 for alleged non-compliance with the “GSM Maximum Tariff Schedule”. Following acceptance of the lawsuit filed by our Company regarding the suspension of execution, the Authority reimbursed the administrative fine to Turkcell on January 27, 2011.

Within the ongoing court case, since the court decided to reject the lawsuit, the Authority has requested the repayment of the fine through written notification. The amount will accordingly be reimbursed to the Authority, whereupon Turkcell will appeal the court’s decision.
