Exchanges propose modified uptick rule to limit 'abusive' shorts

SAN FRANCISCO (MarketWatch) - The nation's leading stock exchanges on Monday proposed a new rule to regulate short selling of stocks that they said would be more practical to enforce than a previous rule regulators are considering reinstating.
