UPDATE 1-EPA chief says announcement coming 'shortly' on biofuel waiver court decision

The U.S. Environmental Protection Agency expects to respond soon to a court decision questioning the legitimacy of its biofuel waiver program, Administrator Andrew Wheeler said on Wednesday.
