Navy needs plan for goal of 355-ship fleet, acting secretary says

Acting U.S. Navy Secretary Thomas Modly said Friday that the Navy continues to look to a 355-vessel fleet, adding that the branch either needs a plan to get there or to change the size and identify a new plan.
